AJCCN Membership Agreement


The Prince George’s County American Job Center Community Network is a collective of American Job Centers, community-based organizations, government agencies and faith-based organizations providing a full range of services connecting job seekers to training and employment opportunities in Prince George’s County, Maryland. Built on a core Workforce Innovation and Opportunity Act principle – PARTNERSHIP, the American Job Center Community Network leverages government funding with community resources and community connections to provide high-quality career services, education, training, and supportive services to the doorstep of job seekers throughout Prince George’s County.

Created by the Prince George’s County Local Workforce Development Board, the goal of the Prince George’s County American Job Center Community Network is to integrate service providers and increase the availability of resources and access to career services for Prince George’s County job seekers. The AJCCN is designed to increase the skills and qualifications of job seekers and connect them to employment opportunities with livable wages within high demand industries.

Through the AJCCN, Employ Prince George's intends to strategically collaborate with local organizations to build a viable network for workforce and support services.

The AJCCN has three tiers of membership:

  • Tier I, Service Provider/Affiliated Site – Core American Job Center partners mandated by Federal and State WIOA Regulations, local American Job Center partners mandated by the CLEO and WDB, contracted WIOA Title I service providers of the WDB, and partners receiving workforce development funding by Employ Prince George’s
  • Tier II, Access Point – Partners who provide free workforce development or workforce development related services to Prince George’s County residents and businesses
  • Tier III, Community Stakeholder/General Member – Partners who are not legally or financially connected to the WDB nor Employ Prince George’s, are not certified as an AJCCN Access Point, who are connected to the AJCCN to represent specific communities and receive information about AJCCN partners, programs, and operations

Along with the AJCCN’s Members, the AJCCN features two American Job Centers:

  1. American Job Center Largo – 1801 McCormick Drive, Suite 110 & 120, Largo, Maryland 20774
  2. American Job Center National Harbor (located inside of Tanger Outlets National Harbor) – 6800 Oxon Hill Road, Suite 298, National Harbor, Maryland 20745

This Partnership Agreement is entered between Employ Prince George’s (EPG), the Administrative Agent for the Prince George’s County Local Workforce Development Board (PGCLWDB), on behalf of the American Job Center Community Network (AJCCN) and (Partner). This agreement is entered on (Date).

Under this agreement  (Partner) agrees to be listed as an AJCCN partner on the Prince George’s County’s American Job Center Community Network’s (https://www.pgcajc.com) website, social media and other outreach materials.

Under this agreement  (Partner) agrees to join the AJCCN as the following:
Tier I - Service Provider / Affiliated Sites agree to the following:
  • Provide a physical location where Prince George’s County jobseekers can readily access “self-directed” and basic/initial workforce services and activities in alignment with the AJCCN.
  • Require that all designated staff and volunteers complete the designated training modules that will insure consistency in representation of the AJCCN.
  • Recruit, screen, and refer job seekers to the local American Job Center (AJC) for appropriate intensive services.
  • Submit appropriate reports to the AJCCN Liaison for purposes of local, state, and federal monitoring.
  • Complete a profile for publication in the resource manual on the AJCCN Portal. The resource manual will serve as a reference and outreach tool, ensuring that accurate information on services is readily available to users of the AJCCN. Updates to partner information should be a priority for every partner.
  • Attend partner meetings to discuss continuous quality improvement processes, services, delivery and sharing of organizational events/activities for outreach and informational purposes.
Tier II - Access Points agree to the following:
  • Provide job seekers with the information, services, and referrals to the AJCCN.
  • Require all designated staff and volunteers to complete the designated training modules to insure consistency in representation of the AJCCN.
  • Complete a resource manual page. The resource manual will serve as a reference and outreach tool ensuring that accurate information on services is readily available to users of the AJCCN.
  • Attend partner meetings to discuss continuous quality improvement processes, services delivery and sharing of organizational events/activities for outreach and informational purposes.
Tier III - Community Stakeholder / General Members agree to the following:
  • Complete a resource manual page. The resource manual will serve as a reference and outreach tool ensuring that accurate information on services is readily available to users of the AJCCN.
  • Attend partner meetings to discuss continuous quality improvement processes, services delivery and sharing of organizational events/activities for outreach and informational purposes.
Indemnity

Each party agrees to maintain appropriate insurance and agency specific policies to cover liability, damage and/or expense to person and property in the performance of the work agreed to as a member of the AJCCN. In the case of discrepancies and/or a need for guidance, partners may request through the AJCCN Liaison in writing their need. Neither EPG, PGCLWDB, the Federal Government nor the State of Maryland is party hereto, and no legal liability on their part is implied under the terms and conditions of this Agreement.

Termination of Agreement

This Agreement may be terminated by either party with thirty (30) days advance written notice provided to the other party at its address as herein specified below. Evaluation by AJCCN and EPG having deemed a partner agency is not compliant with the requirements per this agreement and will notify the partner of intent to terminate.

Nondiscrimination & Equal Employment Opportunity Statement

All programs, policies, procedures and activities conducted by and through EPG, its employees and partners, shall be conducted without discrimination on basis of race, color, religion, gender, sexual orientation, national origin, age, disability, or parental status, to the extent permitted by law.

Accessibility

The Community Partner agrees to comply with applicable physical accessibility laws and regulations such as providing reasonable accommodations for individuals with disabilities; making reasonable modifications to policies, practices, and procedures where necessary to avoid discrimination against persons with disabilities.

The Community Partner designates the below listed individual as having the authority to commit their respective organizations to the terms of this agreement and to regularly interact with the AJCCN and EPG on any/all matters associated with this agreement.
